Privatization is
supposed to change a clunky
bureaucratic public service department into an efficient
profitable private enterprise. However in not a few cases the
privatized enterprise is very much more efficient in collecting their money, from tolls for example, rather than actually providing the service. In which case the pun of
piratization is particularly apt.
Some of the prominent world leaders advocating privatization was Margaret Thatcher of UK and Mahathir Mohamad of Malaysia.
