Literally, the destiny of something is set beforehand.

Means that the outcome of a choice is set before the choice actually occurs, and cannot be changed from what is supposed to happen.

Note that just because something is predestined does not necessarily mean that it was intelligently decided, but may just be the logical outcome of a predictible set of interactions.
