Yet another way to measure the weight of paper.

In this case, it's a measure of how many pounds 1000 square feet of the paper in question weighs. This one is different, in that reams aren't an explicit part of the measure. (if you insist, you can claim it's a ream of paper 16 inches by 18 inches)
