A sign of overweight usually found on middle-aged men -- a distended, bloated belly which hangs out over one's belt. It's called a pot belly because it's roughly in the shape of a large pot, or so they say.

Has nothing to do with pot in the sense of marijuana, unless you have a serious problem with the munchies.
