An alternative term for the combination of 'always-on' packet-switched (GPRS), and enhanced data rates (HSCSD and EDGE) as they are employed on wireless and mobile phone platforms.

It is so named as its bitrate of 28 Kbps and upwards, fits relatively neatly between 2G or GSM technology and 3G or UMTS technologies.
