First off, I hate reading any of the UK daily papers because of the technical idiocy. There was a recent half page story in the Daily Mail lambasting the e-Envoy Alex Allan for putting a link from his website to his personal homepage, which in turn linked to his wife's art exhibition. The reporter in question didn't seem to realise that links are the internet.
Secondly, you're right about the "duty to make their site compatible with IE" bit - email him and provide links to the W3C, webstandards and mozilla site.
Rather than complain, educate.
Thirdly, the vast majority of people, including "journalists" like David, will accept anything that the shiny happy marketing of Microsoft will tell them. Educate them otherwise!
