| All males (not females) residing in the U.S.A. and U.S. citizens overseas are required to register for the draft with the Selective Service at age 18 within 60 days. There are virtually no exceptions, not even for aliens. Jimmy Carter reintroduced the universal draft registration in 1980 during the Cold War to send a message to Russia and to the American voting public. It didn't work--he got beaten by a retired actor.
After registration, males between the ages of 18-25 must notify the Selective Service of any address change. Failure to register or notify of address change is a criminal felony resulting in up to $250,000 fine and 5 years in prison. While currently this is not enforced, what is enforced is that failing to register also disqualifies the would-be registrant from government work and financial aid (for education), as well as barring immigrants from citizenship.
