The Greek Phlebos means "vein", as in phlebotomy etc. Does the vowel make a difference? Is this unrelated? Maybe somebody knows . . .
As for where precisely T. S. Eliot might have been going with this wrt Phlebas the Phoenician (The Waste Land, Death by Water), your guess is probably better than mine.
