A (sometimes) elected parliament without any real power to enforce basic democratic ideas. One such example is the the North-Korean parliament. It is "elected" by the people, but that doesn't matter, because all the candidates are hand-picked by the regime. The only thing the parliament can do is to "rubber-stamp" the laws with its approval.
