The state one is in before puberty. For instance "they're a pre-pubescent teen" means that they are a teenager who has not yet hit puberty. Used to denote that someone is not a child anymore, but isn't yet a teenager past puberty either. Can sometimes be used in either a derogatory way, or as a fetish in porn stories.
