A person with perceived or actual influence over the public or official policy. This influence may be local or global in scope, but may not have the power of law behind it. For example, as of January 2000 the United States political figure Jesse Jackson is not in an elected office but is able to mobilize protests and help others have their causes heard by attracting media attention to their cause.
