This is the specific point in the phase of a material which has no ordered crystalline state, that it reaches a viscosity of (*). Usually referred by the glass transition temperature of a material instead. This viscosity allows something that has no thermodynamic bulk crystalline state to achieve properties as if it were an actual solid.
