mod subculture.
The Who apparently identified with the mods' plight of being
put down but other
subcultures. The
stuttering throughout the song is meant to imitate a mod who is hopped up on
amphetamines. At first, radio stations would not play it because they felt it made
fun of people with
speech impediments.
