By confusing his subjects, promoting people to arbitrary positions, and turning the whole command hierarchy upside down (for example, the feared chief of the secret police is known as the "kitchen staff supervisor") he keeps everyone on their toes. People tend to be so occupied with figuring out what's actually going on that no-one has the time organize a coup.

The parts with Lord Julius is in my humble opinion funny as hell and the best part of Cerebus overall.
