A Civilization advance.
The horse was first domesticated for transportation and warfare by tribesmen on the Asian steppes. These tribesmen used their superior mobility and speed to overwhelm the proto-civilizations just rising in the southeast Europe and the Middle East. In turn, the conquered peoples learned to ride, and the new skill spread with civilization.
Prerequisites: none.
Allows for: Chivalry.
