This is a certain effect that shows up when sunlight hits clouds a certain way and you can actually see each beam of light eminating from a distinct point in the cloud covering. You can almost imagine your favorite deity stretching down his/her/it's hand and blessing or cursing some lonely soul on the sidewalk. The appropriate response when you see "God Light" is to hum a high-pitched choir "ahhhhhh".
