Congressman from Nebraska, he was a reformer Republican who helped lead the rules change of 1910 which ended the arbitrary power of the Speaker. Known as the father of the Tennessee Valley Authority, he was author of the 20th Amendment. Later, while in the Senate, he was an isolationist who tried to keep the U.S. out of World War I.
