Literally a way of cheating at card games whereby cards that are advantageous to the dealer are kept at the bottom of the deck and dealt only to the dealers hand. The phrase has come to mean any kind of sneaky or underhanded behavior, especially where one person is using foreknowledge or control of information to cheat further.
