A woman's shirt with some kind of fancy styling or trim which makes it more feminine-looking than a regular shirt.

Technically, any kind of shirt. In the last 100 years or so, though, refers exclusively to women's shirts, and usually not the casual kind (not t-shirts, anything knit, etc.). Also a verb meaning to pull out and make loose, sorta. for example: "Blouse out the tunic over the belt a little, it'll be more flattering."
